Should we collect jizyah from our non-muslim neighbours?

Question: Should we take a tax/jizyah from our non-muslim neighbour if we live in a muslim majority country?

Jizyah is a tax by the government. If the government is Islamic-based, tax is collected from non-muslim citizens. Individuals do not have the right to collect tax/jizyah from any of the citizens on their owns.
